The government will propose making it compulsory for football clubs to sell up to a 25 per cent stake to supporters' groups, according to a report.
An article in the Guardian claims Labour has responded to recent unrest at some clubs, most notably Manchester United, and has been developing the plan for a number of weeks.
However, Liberal Democrat shadow culture secretary Don Foster described the idea as a "pipe dream" and told BBC News: "We urgently need a radical overhaul of the FA to better represent supporters and act in the interests of the game."
The scheme closely resembles that put forward by the Red Knights consortium, which is currently attempting to buy Manchester United. The group says it will offer supporters 25 per cent of the club, giving them a significant boardroom presence.
At the other end of the East Lancashire Road, Liverpool have reportedly been the subject of recent takeover interest from private equity firm the Rhone Group.
