Dave Whelan has courted controversy by claiming that the English Premier League, rather than the FA, should be placed in charge of the England team.
Speaking in the wake of Ian Watmore's sudden resignation as chief executive of the FA earlier this week, the Wigan Athletic chairman suggested the governing body requires a radical overhaul.
He told BBC Sport: "Let the FA concentrate on running amateur football - the Football League and the Premier League must run the professional game.
"The sooner the Premier League runs the England team the better."
Whelan indicated that the structure of the FA, which makes decisions through numerous committees and a 12-man board, is unable to stand up to the rigours of modern professional football.
With Watmore choosing to stand down after just nine months as chief executive, the set-up and remit of the organisation has been placed under increasing scrutiny this week.
However, FA chairman Lord Triesman denied reports of a crisis at Wembley when announcing the appointment of Alex Horne as acting chief executive.
