Lord Triesman, chairman of the FA, believes that his organisation should be in charge of the 'fit and proper persons test'.
The examination, which determines whether potential investors are allowed to take ownership of top-flight football clubs, is currently handled by the English Premier League.
However, Lord Triesman believes the FA should have the final say on club ownership issues, the Independent reports.
"The regulatory authority of the national association in any sport needs to be clear cut and it needs to be able to answer the questions about fit and proper persons as much as any other body," he told the newspaper.
Lord Triesman admitted that the fit and proper persons test has become "a good deal more robust" under recent changes implemented by the English Premier League, but he remains convinced that the FA should be at the head of such matters.
The English Premier League tightened up its criteria for new club owners in May following a request from then culture secretary Andy Burnham.
