The friendly due to take place between England and Spain will not be played at Real Madrid's Bernabeu stadium, the Football Association (FA) has confirmed.
The last time England played at the stadium, black players Ashley Cole and Shaun Wright-Phillips suffered racist abuse at the hands of Spanish fans.
FA director of communications Adrian Bevington said discussions were ongoing with the Spanish Federation over where to hold the match.
"The FA were clear from the outset that we would not play the game in Madrid due to racial abuse we faced in 2004," he said.
"This fixture is one of the friendly games that Fabio Capello requested to play, but as yet, a venue is still to be confirmed and the contract still to be signed."
The glamour tie with the European champions would be an ideal warm up for the World Cup in 2010, should England progress, but the Spanish have a history of racism in sport in recent times.
Formula One driver Lewis Hamilton fell victim to racial abuse during qualifying for the Spanish Grand Prix last year, while former Spain boss Luis Aragones was fined for making racist remarks about French striker Thierry Henry in 2006.
