Michel Platini is set to meet with the European Union over the coming week to outline his plans for the regulation of football that could include salary caps.
Platini is hoping to convince the EU that he has a strong plan after France assumed its presidency.
During the first meeting of the new European Club Association (ECA) yesterday, Platini called on the biggest clubs in the continent to sign up to his ideas, the Guardian revealed.
"Whatever we do in terms of licensing, debt and salary caps will be implemented through the strategy council and members of the football family," he said.
The idea of a European licensing scheme is not supported by England's top clubs and salary caps are likely to be as unpopular as the 'six plus five' theory mooted by Sepp Blatter.
Platini has already risked the wrath of English clubs since his presidency at Uefa began.
While suggesting that Arsene Wenger's youth policy was flawed, the Frenchman urged England to pick an English coach, as well as pouring scorn on the Premier League's plan to play a 39th game abroad.
