Uefa has announced a European Social Dialogue Committee for professional football.
The committee will be made up of the EPEL and the ECA to represent the clubs, as well as FIFPro Europe to represent the players.
It will hope to promote discussions between players and clubs on a European level and Michel Platini, the Uefa president, has been chosen to chair the committee.
He said it was an important moment for European football.
Platini said it would help to "improve understanding between European football and the EU on employment issues".
This could mean that discussions relating to the nationality of club players could be discussed.
Plans to restrict the number of foreign players in a club team could involve EU employment law and the group could be used to discuss the matter.
Philippe Piat, President of FIFPro Europe, which represents national player unions, said: "The Social Dialogue in European football will help to achieve better legal security."
