Liverpool have begun construction on their new 60,000-seat stadium that will cost the club £350 million.
Construction has begun under licence until September but talks for the 999-year lease deal are continuing.
George Gillett, co-owner of the club, said it was a "significant milestone" and claimed it was the result of six months hard work over the details of the design.
He said: "This is the first tangible evidence for fans that a New LFC Stadium will be built."
"It incorporates a Kop stand that will hold 18,000 fans and we hope that the stadium will be as noisy and atmospheric on a matchday as Anfield," he added.
Tom Hicks, the club's other owner, said it was an important part of the regeneration of the rest of area.
Fans will move into their club's new home for the beginning of the 2011/2012 season.
Plans for the stadium were suspended by Hicks and Gillett in March 2007 because the American pair wanted to examine ways of increasing the capacity.
The club had aimed to open the stadium for the 2009/2010 season, but various delays have hindered development.
