Fifa president Sepp Blatter has been busy during the Euro 2008 championships, working his own crowd in order to secure his 6+5 team plan.
During the games, Mr Blatter has been meeting many European ministers and officials, with the aim of finding a workable solution to implementing his idea of having no more than five foreign players in a team on the pitch at any one time.
As well as the Spanish and Russian sports ministers, Mr Blatter has been in talks with the Belgian prime minister and president of the football association, and the president of the European Parliament.
The Premier League has opposed the suggestion that in every game there must be at least six national-team-eligible players on the pitch, as the league has already invested a staggering amount of money into foreign players.
Arguing in favour of the 6+5 rule however, Mr Blatter has outlined his view that too many foreign players in the Premier League has cost England its place in the Euro 2008 championships.
